Alcohol Event Permits

Caterer's, Special Event, and Wine Auction Permits

Catering Permits, Special Event Permits and Wine Auction Permits may be submitted to the City of Wasilla Police Department Monday through Friday at the Administrative Office from 8 a.m. to 5 p.m.

Please submit your signed application to the Alcoholic Beverage Control Board in accordance with their procedures; you may obtain information at: www.dps.state.ak.us/abc. Bring in your completed form from the Alcoholic Beverage Control Board along with a diagram of the location of the event to the Wasilla Police Department. There will be a non-refundable processing fee due as follows:

  • 7-Day Processing Fee: $25
  • 24-Hour Expedited Processing Fee: $50

All servers/bartenders will have a criminal background check conducted in accordance with AS 04.11.295. A TAM card will not be neded for a Speciial Event Permit or a Wine Auction Permit but WILL be necessary for a Catering Permit. The Permit may be DENIED for the following reasons:

  •  If any Servers/bartenders used to serve alcoholic beverages
    • Is under a court order or condition of bail, probation, or parole that prohibits the person from consuming or possessing alcoholic beverages;
    • Is under 21 years of age; or
    • Is disqualified due to the person’s criminal record under (AS Sec. 04.11.494(b)(9)(e)
      • Fewer than two (2) years have elapsed from the person’s unconditional discharge due to a conviction or adjudication as a delinquent for any of the following offenses or a law or ordinance from another jurisdiction with similar elements:
        • Driving under the influence of an alcoholic beverage, inhalant, or controlled substance or refusal to submit to a chemical test (1A)
        • A crime involving domestic violence or violating a protective order (1B)
      • Fewer than 5 years have elapsed from the person’s unconditional discharge due to a conviction or adjudication as a delinquent for any of the following offenses or a law or ordinance from another jurisdiction with similar elements:
        • A felony violation or a felony attempt to commit a violation (2A)
        • A misdemeanor violation of or a misdemeanor attempt to violate a provision in this title (2B)
      • Fewer than 10 years have elapsed from the person’s unconditional discharge due to a conviction or adjudication as a delinquent for a felony violation or a felony attempt to violate a provision of this title or a law or ordinance from another jurisdiction with similar elements
  • An excessive quantity of “Calls for Service” for disturbance related activity at the Event or location in the past; WMC 06.16.020.A.3.
  •  At the discretion of the Chief of Police

The completed Permit will then be forwarded to other city departments to confirm compliance with other city requirements as applicable such as:

  • Finance – Business License and Insurance requirement checks
  • Public Works – Park permits

Alaska Statute 04.11.230. Caterer's permit.

  • (a) A caterer's permit authorizes the holder of a beverage dispensary license to sell or dispense alcoholic beverages at conventions, picnics, social gatherings, sporting events, or similar affairs held off the holder's licensed premises. The permit may only be issued for designated premises for a specific occasion and for a limited period of time.
  • (b) The written approval of a law enforcement agency having jurisdiction over the site of the occasion for which the permit is sought must be obtained and accompany the application.
  • (c) A caterer's permit may not be transferred or renewed.
  • (d) A caterer's permit must be surrendered to the board, its agent, or the law enforcement agency approving the permit within 48 hours of its expiration time. Failure to surrender the permit is cause, in the discretion of the board, for denial of applications for permits made in the future by the permittee.
  • (e) The fee for a caterer's permit is $50 and shall accompany the application for a permit.

Alaska Statute 04.11.240. Special events permit.

  • (a) A special events permit authorizes the holder to sell or dispense beer or wine for consumption at designated premises for a specific occasion and limited period of time. Only nonprofit fraternal, civic, or patriotic organizations active for a period of at least two years before application and incorporated under AS 10.20 are eligible for a special events permit, and only if all profits derived from the sale of beer or wine are paid to the organization and not to an individual.
  • (b) An application for a special events permit must be received in the main office of the board at least 10 days before the date for which the permit is requested. The application must be signed by both the president and secretary of the organization applying for the permit. A sworn affidavit showing the length of time the organization has been in existence must accompany the application, together with a certified copy of the resolution of the board of directors authorizing the application. The written approval of the law enforcement agency having jurisdiction over the designated premises of the occasion for which the permit is sought must also be obtained and accompany the application.
  • (c) The special events permit must be surrendered to the board, its agent, or the law enforcement agency approving the permit, within 48 hours of its expiration time. Failure to surrender the permit is cause, in the discretion of the board, for denial of applications for permits made in the future by the organization. No more than five special events permits may be granted to an organization, including its auxiliary, in any one calendar year.
  • (d) A special events permit may not be transferred or renewed.
  • (e) The fee for a special events permit is $50 a day.

13 AAC 104.699. Wine auction permit

  • (a) A wine auction permit authorizes the holder to sell wine by outcry or silent auction at designated premises for a specific occasion and limited period of time. Only organizations that would be eligible for a special events permit under AS 04.11.240 (a) are eligible for a wine auction permit, and only if all profits derived from the auction of wine are paid to the organization and not to an individual.
  • (b) An application for a wine auction permit must be signed by both the president and secretary of the organization applying for the permit. A sworn affidavit showing the length of time the organization has been in existence must accompany the application, together with a certified copy of the resolution of the board of directors authorizing the application. The written approval of the law enforcement agency having jurisdiction over the designated premises of the occasion for which the permit is sought must also be obtained and accompany the application.
  • (c) No more than five wine auction permits may be granted to an organization, including its auxiliary, in any one calendar year.
  • (d) A wine auction permit may be operated in conjunction with a special events permit, caterer's permit, restaurant caterer's permit, or club license caterer's permit or on the licensed premises of a beverage dispensary, club, or restaurant or eating place. A wine auction permit may be operated on premises where no other liquor license or permit has been issued.
  • (e) A wine auction permit may not be transferred or renewed.
  • (f) The fee for a wine auction permit is $50 a day.
